This isn't your garden variety stapler filched from the office scenario. My guess is, with the culprit's intent to steal that much steel, 'the men face several charges' refers to attempted larceny of oversized paper clips, extra large boxes of those huge rubberbands, and keyboard trays red-flagged for the handicapped.
